IIRR is proud to welcome Carmen Barker Lemay as the organization’s Head of Strategic Partnerships. Holding a key leadership position, Carmen will work with IIRR’s President and management team to strengthen goals that will grow IIRR through robust partner relationships.

Carmen is the founder of Transform LLC, affecting systems change to avoid the worst of the climate crisis. Working across sectors and industries, Carmen collaborates with government agencies, think tanks, NGOs, foundations, and enterprises working to decarbonize the global economy and build resilient communities.

Carmen’s consulting work includes more than twenty years related to energy, climate, and sustainability issues. She earned a Ph.D. in Political Economy and Public Policy, and an M.A. in Economics from the University of Southern California. She obtained her bachelor’s degree in Political Science from Gustavus Adolphus College. Also, a recipient of a Fulbright Research Fellowship, Carmen’s work took her to Malaysia where she studied the New Economic Policy.

Carmen is a mother of two adult children and lives with her husband in Minneapolis, Minnesota where they enjoy biking, hiking, kayaking, and traveling to cultural and natural heritage sites.
