The vulnerability of the Philippines to natural hazards is closely linked to poverty and environmental degradation. It is mostly the poor living in disaster-prone and environmentally fragile areas who are affected. Natural hazards create a vicious cycle of poverty, environmental degradation, and vulnerability to natural disasters. CCAFS supported the International Institute of Rural Reconstruction (IIRR) and the local government unit (LGU) of Guinayangan to test and develop an initial set of coastal interventions for community resilience.
